PROBLEM TO BE SOLVED: To provide a recording/reproducing device capable of recording the audio/video data of a plurality of protocols by converting the packets of different formats into the packet one format. SOLUTION: If an input bit stream is not compatible with an MPEG standard, its packet is supplied to a decoder 68. Then, video data is supplied to an MPEG packet generation circuit 69, an MPEG multiplexer 70 and a variable speed reproducing data generation circuit 67. Then, after receiving the video data for variable speed reproducing and header information, the MPEG packet generation circuit 69 generates video data for variable speed reproducing and normal reproducing based on the MPEG standard. Then, the MPEG multiplexer 70 multiplexes these data together with the audio data for normal reproducing or the like, and generates and outputs a bit stream compatible with an MPEG format.
