PROBLEM TO BE SOLVED: To provide a voltage-reactive power monitoring controlling device which maintains the stability of a voltage at a high level upon securing margins to the bus voltage of a substation and the operating upper and lower limit values of a reactive power flow flowing through a power-transmission line. SOLUTION: A device 101 estimates the quantity of state in a system, for example, the bus voltage, the reactive power flow flowing through a line, the effective power output of a generator, and the effective power load power and reactive power load of a load bus by performing estimating calculation in a time cross section. A device 102 calculates the deviation discriminating indexes of the operating upper and lower limit values of the bus voltage and reactive power flow of the line by using the results of the estimating calculation and data 103. A device 104 discriminates the presence/absence of deviations from the operating upper and lower limit values of the bus voltage and reactive power flow of the line by comparing the indexes calculated by the device 102 with thresholds read from data 105. |
