A minimum guarantee power operation part 16 sets the value of Pmin, and a full capacity operation part 17 computes battery capacity Wh during a time up to the arrival at Pmin. Then, discharge power WhR =Wh (Pmax) up to the current time is computed from the power operation value Pmax and the characteristic formula.
