RATE CONTROLLER AND RATE CONTROL METHOD

PROBLEM TO BE SOLVED: To provide a rate controller by which image quality is improved by calculating a quantization step while excluding a fixed code quantity. SOLUTION: An object generating code quantity calculation means 11 calculates an object generating code quantity that is an object to assign a generated code quantity to an image signal going to be coded. A fixed code quantity generating means 12 generates a fixed code quantity being a generated code quantity independently of a quantization step. A correction object generating code quantity generating means 13 generates correction object generating code quantity that corrects an object generating code quantity based on the fixed code quantity. A correction block generating code quantity generating means 14 corrects a block generating code quantity in the case of coding the image signal based on the fixed code quantity in the unit of blocks to generate a correction block generating code quantity. A quantization step calculation means 15 obtains an occupancy of a virtual buffer based on the correction object generating code quantity and the correction block generating code quantity to calculate a quantization step.
