FIELD: electrical engineering. SUBSTANCE: device has extended cylindrical metal housing 35, multiple elements 41, 43 which are located in housing 35, three coaxial terminals 46, 54, 61, which are connected to device independently from angular orientation of portable battery power supply 13 along housing axis 33. Elements are electrically connected to each other, but isolated mechanically. Member 14 by means of spring 73 moves elements 41 and 43 by pressing them to each other in order to provide strong electric contact with low resistance between elements 41, 43, housing base cap 45 and top 53. Third terminal 61 of battery power supply has same polarity with respect to first terminal 46 of battery power supply as second terminal and is connected to terminal 43 of housing of first element 43 in order to provide by-pass with respect to element 43.
