PROBLEM TO BE SOLVED: To provide a highly reliable functional ceramic element capable of reducing an electric field on an electrode edge and having a high withstand discharge current rating. SOLUTION: A sintered body 4 is formed as a base material for a zinc oxide varister 9, and an insulating layer 8 is formed on the side face of the sintered body 4. An electrode consisting of an electrode center 6 and an electrode edge 7 having respectively different electric resistance values is formed on the end face 4a of the body. The area of the edge 7 is set up so as to be less than 0.1 times the diameter of the varister 9.
