PROBLEM TO BE SOLVED: To attain reduction of dummy data for multiangle allocation by setting the maximum value of data previously detected for the unit of encoding or multiplexing to a correspondent data amount for the unit of encoding concerning a correspondent multiangle when setting the target data amount of data compression for the unit of prescribed blocks. SOLUTION: In encoding, a quantizing step is switched so that the amount of bits to be generated can be target bits and a high-order DCT coefficient is cut so that encoding is performed to the respective frames of video data. At such a time, when the amount of generated bits is less than the target bits, that amount is corrected into target bits by interposing stuff bits. At an authoring device 1, the target bit amount is set equal between correspondent GOP for the unit of GOP having maximum constitutive units consisting of an interleave unit. Thus, the dummy data is remarkably reduced and through simple processing, a multiplexer 8 executes multiplexing. |
