PROBLEM TO BE SOLVED: To enable a higher thermal collecting efficiency to be accomplished by a simple configuration and accordingly to enable a higher electrical power conversion efficiency to be realized. A (branched type) inter-panel flow passage Fa for thermal medium such as water or the like is formed by a plurality of partition ribs 34, 34,... arranged at the upper surface of the bottom plate 32. A rear surface cover material 24 of a solar cell panel 2 may also act as a heat exchanging and heat transfer plate for transferring solar heat to thermal medium flowing in the infer-panel flow passage Fa. Owing to this gact, the thermal medium can transfer heat directly and uniformly from the entire region of the rear surface of the solar cell panel 2.
