PROBLEM TO BE SOLVED: To automatically switch a codec for moving images and the codec for still images and to seamlessly switch the still images and the moving images by making a user perform the operation of switching a frame rate stepwise. SOLUTION: When a key input device 23 is operated and the frame rate is changed, an encoding system and the resolution of encoding images are decided corresponding to it. When a person gradually lowers the frame rate from a maximum frame rate, a quantization step is made fine so as to fix an encoding data amount per hour. An image resolution is raised when the frame rate is lowered further and the encoder 24 for the moving image is switched to the encoder 25 for the still image when it is lowered further. Even after a compression means is switched to the still image, the quantization step is made fine and the image resolution is raised as the frame rate is lowered.
