PROBLEM TO BE SOLVED: To provide a light conductive plate and a surface light source device which are small in luminance irregularities by a non-light-emission part of a tubular light source. SOLUTION: A light conductive plate comprises an incident surface (a first surface) 12a in which the luminous flux is incident from a cold cathode ray tube (tubular light source) 11, a reflection surface (a second surface) 12c having a prism projection (light emission function) 12d to emit the luminous flux incident from the cold cathode ray tube 11, and a light emission surface (a third surface) 12b which is opposite to the reflection surface 12c and roughened with fine projections 20 extending in the direction across the cold cathode ray tube 11.
