PROBLEM TO BE SOLVED: To provide the radio service at a low cost without degrading the serviceability by providing an ISDN channel interface and an analog channel interface to contain a digital channel and an analog channel. SOLUTION: A PHS base station 6 making radio communication with a mobile terminal PS contains a BRI channel 4 and an analog channel 5 and connects to an ISDN/analog composite exchange 3 via it. Then ISDN/analog composite exchange 3 is connected to an ISDN/analog composite subscriber database (ISDN/analog composite subscriber DB) 2 and a PS subscriber database (position database) 1. The ISDN/analog composite subscriber DB2 registers/ manages the radio base station 6 as an ISDN/analog composite subscriber 28. Furthermore, the position database 1 registers the ISDN/analog composite subscriber or a plurality of groups as position information.
