PURPOSE:To obtain a satisfactory restoring image by controlling the interpolation in a time direction from the detection of an action between hourly continuous blocks. CONSTITUTION:An integrating circuit 18 integrates the picture element data of a present block supplied from an input terminal 16, a dividing circuit 18 divides the integrating value of the picture element data by the number of picture elements in a frame and a block mean value is outputted to a subtracting circuit 20 and a block mean memory 19. The subtracting circuit 20 subtracts the block mean value of the present block and the pre block mean value outputted from the block mean value 19, an absolute value converts them to an absolute value, a comparator 22 compares them with a prescribed threshold, when the absolute value is smaller than the threshold, it is decided that an action does not exist between the present block and the pre-block, and when the absolute value is larger than the threshold, it is decided that the action exists. Since the interpolation in a time direction is controlled by the detection of the action executed between blocks, the dot picture quality deterioration does not occur in a stationary image part and a satisfactory restoring image can be obtained. |
