The arrangement has the vanes or buckets (7) of the fan or water pump pivotably mounted on the outside of the annular drive housing wall (7d) to enable their adjustment depending on the revolution rate for power tracking. The vanes or buckets are adjusted until a maximum continuous power output from the electric drive motor (3) is achieved. The solar panel (9) is used to drive the electric motor.
