PROBLEM TO BE SOLVED: To provide a steel sheet for galvannealing, excellent in workability, formability, plating adhesion, etc. SOLUTION: This steel sheet has a composition consisting of, by weight, 0.0001-0.004% C, 0.001-0.10% Si, 0.01-0.50% Mn, 0.001-0.015% P, <=0.015% S, 0.005-0.10% Al, 0.002-0.10% Ti, 0.0005-0.004% N, and the balance Fe with inevitable impurities. Further, this steel sheet has, in its surface layer, a high P concentration part 1 (0.02 to 0.10% P content) having >= at least 1μm thickness per side.
