PROBLEM TO BE SOLVED: To prevent bubbles from generating in a vessel with a simple structure. SOLUTION: This waste water treating device contains a measuring instrument 14 for measuring the concentration of waste water in a microorganism treating vessel such as a solubilizing vessel 10 and a controller 15 for controlling the degree of stirring in the solubilizing vessel 10 corresponding to the measured value of the concentration. When the concentration of the water to be treated is high, the stirring is weakened and when the concentration is low, the stirring is strengthened. Moreover, in the other form, an instrument for measuring water level in the vessel 10 is included and the stirring is controlled too by means of the water level.
