摘要 <p>PROBLEM TO BE SOLVED: To provide a device which specially performs motion compensation processing, encodes motion vector information and transfers it to a decoding side in high efficiency encoding processing which encodes image information into a digital signal with less coding quantity so as to efficiently transmit, accumulate and display an image. SOLUTION: A moving image motion compensation encoding device which performs motion compensation has an integrating means 13 which bundles plural motion vectors that correspond to the movement of each part of an image in plural numbers in both vertical and horizontal directions and gains a motion vector group that are arranged in a two-dimensional block shape, an array converting means 14 which performs array conversion of a motion vector in the motion vector group into one-dimension and acquires a one-dimensional array motion vector group, a motion vector estimating means 15 which estimates each motion vector value in the one-dimensional array motion vector group from other motion vectors in the same group and acquires the predictive residual of a motion vector and a variable length encoding means 10 which encodes the predictive residual of the motion vector through variable length code that includes zero run length code and acquires a code string in each motion vector group.</p>
