SOLUTION: This apparatus is equipped with a fixed shaft 3 having a through-hole 7, the rotary shaft 21 provided to the outside of the fixed shaft 3 in a revolvable manner and an impeller 5 consisting of a plurality of vanes 23 having openings and space parts radially provided to the rotary shaft and supplies a mixture 15 of air and a powder into water W. A fixed shaft 3 has fixed shaft holes 9 piercing the inside and outside thereof and has rotary shaft holes 27 piercing the inside and outside thereof and provided between the adjacent vanes 23 and, when the fixed shaft holes 9 and the rotary shaft holes 27 communicate with each other, the passages reaching the rotary shaft holes 27 from the interior of the fixed shaft 3 are formed and the fixed shaft hole 9 are provided at a position where the mixture 15 can be stagnated on one of the vanes 23 when the mixture 15 is supplied to the through-hole 7 of the fixed shaft 3 and the mixture 15 is stagnated on the vanes 23 and the rotary shaft 3 is revolved by buoyancy to diffuse the mixture 15 into water and the rotary shaft holes 27 are moved to the positions of the adjacent rotary shaft holes 27.
