PROBLEM TO BE SOLVED: To supply charges to molecules contained in surrounding gas so as to easily convert the gas into minus ions by coating one surface of a sheet-like flexible rubber member with mixed paint uniformly containing the specified amount of tourmaline having specified particle sizes and the other surface with an adhesive. SOLUTION: Mixed paint 3 is applied on one surface of a sheet-like flexible rubber member 2, the paint being obtained by uniformly mixing tourmaline 4 pulverized to have particle sizes of 0.3 to 1.5μm at a weight ratio with the paint (patint:tourmaline) of 1:1 to 1:3. An adhesive 5 is applied on the other surface of the rubber member 2. For the rubber member 2, soft vulcanized rubber, butadiene styrene copolymer rubber, butadiene acrylonitrile copolymer rubber, chloroprene rubber, ethylene propylene rubber or the like is used and, for solvent for diluting the paint, acrylic urethane or silicone is used.
