PROBLEM TO BE SOLVED: To reduce fuel material unit of a heating furnace by steam modifying hydrocarbon component in fuel gas supplied to the furnace with modifying catalyst in a steam modifier, mixing the modified gas with fuel gas before modifying, and burning it, thereby recovering sensible heat in the gas. SOLUTION: When fuel is, for example, natural gas, steam modifying reaction of CH4→C+2H2 is preferentially proceeded as compared with decomposition reaction of CH4 +H2 O→CO+3H2 . Accordingly, modifying catalyst in a steam modifier 1 is heated to 550 deg.C higher with exhaust gas of the heating furnace 2. Then, fuel gas of ambient temperature before modifying is mixed with the modified gas of high temperature after steam modifying becoming 550 deg.C or higher by preheating to intermediate mixture gas. Thus, fuel gas of 350 deg.C or lower usable for a carbon steel tube for normal pipe can be easily produced without wasting recovered sensible heat.
