PROBLEM TO BE SOLVED: To enable only a user having a reception contract with a broadcasting entrepreneur to view a program by outputting transmission signals for which program data and viewing permission information showing possibility in the viewing of prescribed program for each receiver are multiplexed and modulated to a prescribed frequency. SOLUTION: A reception decoder ID corresponding to a reception decoder at each receiver 23 and auxiliary program data including the viewing permission information are transmitted from a transmitter 9 together with program data. Based on the viewing permission information of the reception decoder ID matching its own reception decoder ID, a control part 22 of the receiver 23 discriminates the possibility in the viewing of a program and when viewing is disabled, the broadcasting of the program blocked. Thus, even when the reception frequency of the reception part 12 at the receiver 23 matcher, no program is broadcast from the receiver 23 having no viewing permission, and the program is prevented from being viewed without permission. |
