The mobile terminal 1 transmits a reception response to the mobile exchange 2 (S112, and the mobile exchange 2 receives the reception response and transmits new channel information at the time of reception to the mobile terminal 1 (S211 and S212), and this operation is repeated. If there is no reception responses, registration waiting for channel acquisition is released.
