PROBLEM TO BE SOLVED: To start reproduction from a proper image even in the case that other reproduction mode is selected in the video reproducing method and video reproducing device that reproduce a video image from a digital video disk(DVD). SOLUTION: Reproduction of a video image is started from a specific picture of video data. Concretely whether or not a picture is a specific picture sequentially from a head of a GOP sequentially according to the decoding sequence is discriminated and when the specific picture is found out, the picture is decoded by a decoder and the reproduction of the video image is started from the picture. Furthermore, in the case that whether or not the picture discriminated sequentially is a specific picture, when the picture discriminated sequentially is an I picture or a P picture, data of the picture are decoded by a decoder.
