摘要 <p>PROBLEM TO BE SOLVED: To quickly avoid the congestion without abandoning any cell at the time of congested state. SOLUTION: A congestion detection part (processor) 3 monitors whether it is turned into congested state or not for each of output routes #1-#n and reports the output route turned into congested state to a route determination part 13. The route determination part 13 obtains the VPI/VCI of cell toward the output route turned into congested state and adds loop information instructing a loop to the cell having this VPI/VCI. A cell loop part 14 refers to the loop information added to a cell header and when the loop is instructed, the cell is sent out to a loop path 12 and looped so that the congestion can be avoided while decreasing the number of cells to be routed to the output route under congestion. Besides, the route determination part 13 obtains the VPI/VCI of cell toward the congestion canceled output route and resets the loop instruction of the cell having this VPI/VCI, and the cell loop part 14 inputs this cell to a cell switch part 2 and routes it to the congestion canceled route.</p>
