PROBLEM TO BE SOLVED: To enhance reliability in data and measure effectively by a method wherein it is decided whether or not a pulse signal is lacking during a time interval by using a maximum displacement coefficient of time data of a pulse signal column for a time interval, and interpolation is made when lacking. SOLUTION: A rotation pulse of a rotating device is fetched into a pulse interpolator via a rotation sensor and a pulse converter, and time intervalsΔt1 =Pn-2 -Pn-1 ,Δt2 =Pn -Pn-1 of time data Pn-2 , Pn-1 , Pn of a pulse signal column are calculated. And, by using a fluctuation coefficient k for each time intervalΔt prepared by predetermined experimental data with respect to the objective rotating device, a time intervalΔt2 is greater than a maximum time interval capable of being obtained inΔt1 , namely in the case ofΔt2 >k*Δt1 , it is decided as defective abnormality of a pulse signal column and an abnormality detection signal is transmitted. Further, between time data Pn-1 and Pn , specifically, after the time intervalΔt1 of the time data Pn-1 , the time data Pn to be a new pulse is interpolated.
