PROBLEM TO BE SOLVED: To provide electrode material for a gas reaction or generation based battery such as a fuel cell battery, which is excellent in water repellency on the surface to maintain permanent battery characteristic. SOLUTION: In the condition that high frequency is applied to electrode powder including carbon black or carbon paper or a previously molded electrode base in a low pressure or inactive atmosphere, fluorocarbon based material gas activated by plasma treatment is put in contact with the surface of the electrode powder or the electrode base to form a water-repellent fluoride coat on the surface of the electrode powder or the electrode base with chemical reaction (radical reaction).
