PROBLEM TO BE SOLVED: To constantly reduce the code quantity of an image at a high efficiency without revamping an existing hardware. SOLUTION: The processing unit is made up of a frame input section 4 that receives a frame image, a noted area setting section 6 that detects a noted area from the frame image, an area division section 8 that divides the noted area from other areas, a 1st coder 40 that encodes the noted area 16, a simplification processing section 26 that simplifies an image of an idle part except the noted area 16, and a 2nd coder 42 that encodes a corrected frame image 28 part of which is simplified. In this case, the 1st coder 40 and the 2nd coder 42 conduct coding with different coding accuracy. Then the position of the noted area is outputted as position information 20. |
