A recording and reproducing device which can smoothly reproduce video information without causing frame skipping even when the reproducing speed instructed from outside momently changes. The recording and reproducing device is provided with a hard disk (11) which stores n frames of video information (D1), two buffer memories (13A and 13B) which input continuous m frames of video information (D1) and output the information (D1) by alternately performing writing and reading out, a reproducing means (14) which reproduces the information (D1), a keyboard (51) which is used for instructing the reproducing speed of the information (D1), and a CPU (23) which alternately writes the information in the memories (13A and 13B) so that several frames of video information (D1) can be repeated and, at the same time, finds the reproducing speed range in which slow reproduction can be performed based on the information (D1) and, after correcting the reproducing speed so that the speed can fall within the range, reads out the information to the reproducing means (14) from the memories (13A and 13B) based on the corrected reproducing speed.
