Accelerator for elctrically neutral material, particles, atoms, molecules, etc using relative electromagnetic waves

A device has the formation of electric and magnetic fields which are "cut in the same plane below 90 degrees" and which possess an alternating polarisation of these fields in axial lead planes. The device is in the position to exert pulsating electromagnetic fields in a uniform direction upon electrically balanced moving particles (atoms, molecules and larger). The device can accelerate electrically balanced particles with high speed to speeds near that of light and can supply these with "relative" electromagnetic waves which are in resonance with the "stadia"-states at their antipodes (parallel to the electric field) of the electrons in their orbits.
