To make an efficient random access possible, by providing, as a hierarchy of a coded bit stream, a GOV (Group of Video Object Plane) layer on which an absolute coding start time accurate to a second is arranged. The GOV layer can be inserted not only at the leading end of the coded bit stream but also at other arbitrary positions. In addition, a display time of each VOP (Video Object Plane) constituting the GOV is expressed by modulo_time_base, which expresses a relative time with reference to the absolute coding start time in seconds, and VOP_time_increment, which expresses a time elapsed from the time (synchronization point) indicated by modulo_time_base in milliseconds.
