PROBLEM TO BE SOLVED: To obtain a high catalytic activity by controlling the ratio of the number of the atoms of a metal element composing a photocatalyst to the number of the atoms of an element having a specified atomic number or higher and composing a binder material to be within a specified range. SOLUTION: In the surface layer of this photocatalyst composite substance, the ratio A of the number of atoms of a metal element composing a photocatalyst to the number of atoms of an element with 9 or higher atomic number composing a binder material is preferable to be within a range from 10 to 300, and most preferably to be from 50 to 300 wherein A denotes (the number of atoms of a metal element composing a photocatalyst)÷(the number of atoms of an element with 9 or higher atomic number composing a binder material). In the case A is less than 10, the ratio of the part where the photocatalyst is exposed to the surface is low and the catalytic activity is insufficient and in the case A exceeds 300, the fixation strength of the photocatalyst is low. The surface layer covers a range within 20 nm depth from the surface of the photocatalyst composite substance. Consequently, the substrate baring the photocatalyst composite substance is provided with high catalytic activity.
