The device has a vibrating component of the eccentric runner type, driven to rotate by a motor. The sheath (5) is connected to the casing (20) of the energy generator by means of an articulation device (19). The drive motor of the vibrating component is incorporated in the component itself or arranged in the energy generator. The energy generator is connected to the vibrating component by energy transmission devices extending into the interior of the pliable sheath. The articulation device takes the form of a hollow body through which pass the energy transmission devices (13). The pliable sheath is connected to one end of the hollow body, whilst at the other end the body is connected by an articulation to the generator (2) casing (20).
