PROBLEM TO BE SOLVED: To improve the effect of reforming water by impressing continuous electron pulses having negative waveform components on water and an object containing moisture, thereby not only reforming the molecular population structure of the water but injecting electrons into the many electron traps existing in the water to form the electron-rich water. SOLUTION: A negative electron pulse generating circuit converts the current flowing from a commercial frequency power source 1 to a DC current in a rectifying circuit 2. The DC current is chopped by an oscillation circuit 3. The chopped currents are amplified by an amplifier circuit 4 and, for example, the output corresponding to a rising rate of 10000 kHz at 400 kilopulses/second is generated by the high-frequency negative pulses of -38 V in peak voltage and -8 V in average DC-component. A vigorous microstirring effect is exerted on the dipole moment of H2 O, dissolving component NaHCO3 , etc., having various polarities and various kinds of water-soluble ions, etc., included in the water by such electron pulse power source, by which the effect of reforming the water is enhanced. |
