PROBLEM TO BE SOLVED: To enable proper knowledge processing even when a sonant mark or semisonant mark is written in the same frame, by forming the knowledge processing while regarding the sonant mark and semisonant mark included in a knowledge dictionary as one character integrated which is a character modified by the respective sonant mark and semisonant mark. SOLUTION: A knowledge processing part 2 performs the knowledge processing for judging the meaning of the character recognized result at a character recognizing part 1 while referring to a knowledge dictionary 10 concerning that result and recognizes the meaning of character string as the character-recognized result for each character. The conception (such as family name or address) expressed by the meaning of the character-recognizes result is judged, the number of characters in the character string of the character recognized result is judged, and the word of (n) characters is retrieved and acquired from the knowledge dictionary 10 having words expressing the meaning of character string. The word of character string having (n+1) characters, the word of character string having (n+2) characters... the word of character string having 2n characters are retrieved and acquired from the knowledge dictionary 10. Then, the sonant mark, semisonant mark and characters modified by them are integrated into one character. An output part 11 outputs the recognized result having the meaning provided as a result of knowledge processing.
