<p>PROBLEM TO BE SOLVED: To set connection between frequently communicating terminals in a short time, to perform comfortable communication, and to reduce a utilization charge. SOLUTION: A network management device 16 measures a number Ni of times of connecting both equipments in a prescribed period, based on an SVC (switched virtual channel) service for each combination of a call originating terminal 11/a call terminating terminal 12, compares the number Ni of times of connection between the equipments and a set value Ns and sets PVC (permanent virtual circuit) connection between the equipment, whose number of times of the connection is more than the set value (Ni>Ns). Also, instead of the number of times of the connection, connection time Ti is measured, the connection time Ti between the respective equipment, the set value Ts are compared, and the PVC connection is set between the equipment whose connection time is more than the set value (Ti>Ts).</p> |
