PROBLEM TO BE SOLVED: To measure velocity without limiting the incidence angle of laser light to a measuring object. SOLUTION: Provided are a luminous part 2 emitting laser light, a laser light separation part 8 separating the laser light radiated from the luminous part 2 and setting the angle between the straight line parallel to one laser light and the other laser light at a predetermined angle, a light reception part 10 receiving the light of which each laser light separated in this laser light separation part 8 is reflected by a measuring object 20, and a frequency analyzer 12 frequency-analyzing the beat waveform output form this light reception part 10. Also provided is a velocity calculation part 14 calculating the velocity of a measuring object 20 based on two Doppler frequencies f1 and f2 analyzed by the frequency analyzer 12, the laser wave lengthλof the laser light radiated from the luminous part and the predetermined angleΔθof the laser light separated by the laser light separation part 8.
