<p>PROBLEM TO BE SOLVED: To accurately measure a plate form and tension by measuring the position of a smoothing roll, and computing a contract angle of a plate with a deflector roll from the measured value. SOLUTION: A smoothing roll 5 is constructed so that it is pressed against a plate 4 by an air cylinder 6, the stock (x) of the air cylinder 6 is measured, and a contact angle is obtained from an equation:α=tan<-1> (m/n)+ sin<-1> (R-r)/(m<2> +n<2> )<1/2> }. Where m; M-x.cosθ, n; x.sinθ, M: vertical distance from a deflector roll to the smoothing roll 5 at the origin point of the cylinder stroke,θ; the presser angle of a smoothing roll cylinder, R; the radius of a form meter frame supporting part 3, and r; the radius of the form meter 1.
