A hinged lid cigarette package (10) can have cigarettes removed therefrom as is common for a hinged lid package or as is common for a soft package. The hinged lid package (10) includes a top panel (20) having a stationary portion (90) and a removable portion (91). Removal of the removable portion (91) exposes a movable flap (120) which can be opened and closed to allow removal of cigarettes from the package and closure of the package (10).
