<p>PROBLEM TO BE SOLVED: To prevent encoding efficiency and image guality from being deteriorated, even when continuous change is given to an image by restricting a compression condition to be a prescribed compression condition with respect to the continuous change of a photographed image. SOLUTION: A DCT circuit 24 executes discrete cosine(DCT) transformation in data from a switch 22 in units of blocks and output DCT coefficient data to a quantizing circuit 26. The quantizing circuit 26 quantizes DCT coefficient data by a quantization step size which is designated by a rate control circuit 32 and a variable length encoding circuit 28 executes variable encoding in the output of the quantizing circuit 26. A system control circuit 56 connects the switch 22 to an (a) contact according to a zoom operation by an operating device 58. Thus, all the images become I images so that the increase of an unwanted data quantity, which is caused by difficulty in obtaining the correlation between screens in the continuous magnifying or reducing processes of a viewing angle during zooming, is prevented.</p> |
