PROBLEM TO BE SOLVED: To dissolve contention that plural terminals collide in the same slot of an incoming data frame by transmitting reservation transmission by a new message mini slot corresponding to a transmission parameter, performing retransmission by an extended mini slot when transmission is already performed by the extended mini slot and transmitting data by a reserved data slot by the terminal. SOLUTION: Plural terminals 14 prepare a reservation request first when the data to perform communication to a head end 12 are provided and then, decide which slot is the new message mini slot, the extended mini slot and the data slot in the incoming data frame by reading a slot parameter MAP included in an outgoing data frame. The mixture of the new message mini slot, the extended mini slot and the data slot is stipulated by the head end 12 and is changed depending on load conditions. Thus, the contention that the plural terminal 14 collide in the same slot of the incoming data frame is dissolved.
