PROBLEM TO BE SOLVED: To enable efficient detection of a motion vector by determining the range of search on a reference picture according to prescribed conditions based on the position of the input picture in the reference picture corresponding to a desired image block position to be predicted and determining the final search range by performing correction when the search range is not settled within the reference picture. SOLUTION: When the temporarily set search range is protruded only on the time side in the horizontal direction, a rectangular range determined by (m-i,n-j), (m-i+k,n-j), (m-i+k,n+j) and (m-i,n+j) is protruded out of the reference picture. Therefore, correction is performed for adding the temporarily set search range on the plus side in the horizontal direction. Then, the search of prescribed motion detection is performed in the final search range with the same form and the same area as the search range temporarily set as the rectangular range determined by four points of (m-i+k,n-j), (m+i+k,n+j), (m+i+k,n+j) and (m-j+k,n+j). |
