摘要 PROBLEM TO BE SOLVED: To enable transmission while differentially equalizing the amount of bits to be generated by video units by generating a reference quantizing interval for keeping the target bit amount of the entire frame while varying target bits by the VOP in the desired ratio. SOLUTION: A bit model part 27 calculates and preserves a bit model for estimating the generation rate of bits prepared on a quantizing matrix to be used for an encoder. A bit generating amount calculating part 28 calculates the bit generating amount predicted by the bit model, histogram and reference quantizing interval preserved in a quantizing interval reference part 26. When allocating the target bits by the VOP through a target bit allocating part 31, a reference quantizing interval adjusting part 29 adjusts the reference quantizing interval while varying the bit allocation just in the desired ratio to the desired specified VOP or the like designated by a target bit allocating part 31. Thus, the entire bit generating amount is kept constant while varying the quality of picture in the specified VOP designated by a user.
