The arrangement is mounted on a sleeve-like holder (5) and consists of a annular housing (7) with lever (15) and a spiral spring (21) which is mounted between, and is attached to, the housing and the holder. A pulley (29), which is mounted on the lever lies against and tensions the belt. A cover (17) is mounted, with a seal (11), on the housing so that a chamber is formed inside the housing which is filled with a viscous fluid which damps angular movements of the housing. The housing, with cover, is mounted on ball bearings (19).
