The emergency blowing device is used in a submarine. It has a gas generator for expelling water from one or more ballast cells. The energy source of the gas generator is an oxidant which can be caused to interact with a reaction body (3). The oxidant and the reaction body have different aggregate states and forming a hybrid propellant combination. Preferably, the reaction body (3) is a large surface solid body - preferably made of metal, carbon and-or plastics - which does not react with the oxidant without an additional initiator (4) ignited by a pyrotechnic heating charge mixture, electrical heat or HNO3 or N2O4 supply. The oxidant may be gaseous or liquid, preferably liquefied N2O, and the generated gas is hydrogen- and water-free nitrogen or an air-like composition, preferably oxygen.
