PROBLEM TO BE SOLVED: To obtain a cosmetic free from interaction with water-soluble polymers, having excellent dispersibility, stably keeping the viscosity of the system with time and exhibiting excellent stability by using specific titanium oxide powder. SOLUTION: This cosmetic contains (A) titanium oxide powder having a primary particle diameter of 0.1-1.4μm and a span defined by the formula (D90-D10)/D50 (D90, D10 and D50 are particle diameters corresponding to the cumulative value of particle size distribution of 90, 10% and 50%, respectively)} of <=2, (B) an aqueous component and (C) a water-soluble polymer. The component C is preferably an ionic water-soluble polymer such as carrageenan. The preferable amounts of the components A, B and C are 0.1-60wt.%, 1-99wt.% and 0.0010-20wt.%, respectively.
