PROBLEM TO BE SOLVED: To obtain a painted coat layer for resin parts suitable for car exterior parts as bumpers that can inhibit the yellowing component that can bleed in the base material from migrating from the resin base material toward the top coat by forming a specific coating layer under the top (or upper) layer(s). SOLUTION: The yellow-staining components as an antioxidant 6, an ultraviolet absorber 7 or the like are inhibited from migrating from the resin part base material 1 toward the upper coat layers 4a-4c by forming a coat layer containing microfine pieces that suppress the migration of these yellowing components by their steric hindrance on the lower layer than the top (or upper) layer(s). Between the primer coat layer 2 formed on the resin base material 1 and the base coat layer 4a for the top coat, are preferably formed a middle coat layer 3 containing 5-20wt.%, on the vehicle solid basis, of a scaly brightening material and the thickness of the middle coat layer 3 is preferably 5-20μm.
