PROBLEM TO BE SOLVED: To enable execution of uniform plate making for a porous sheet having a wide surface area. SOLUTION: A light-transmitting copy sheet 26 having a printing image part, a transparent sheet 22 and a porous sheet 25 containing carbon black in dispersion and made of a foamed resin material which has continuous foam and can be impregnated with stamp ink are laminated on a transparent support plate 11 and pressed from above by a cover or the like. On the other hand, a light-source body 14 with a reflector 13 which is disposed below the transparent support plate 11 is moved intermittently by a distance L2 along the longitudinal direction of the porous sheet 25 and the light-source body 14 is made to execute a light emitting operation by an emission pulse in a plurality of times in each section of stop of the intermittent movement. In this case, the distance L2 of the intermittent movement is made shorter than a width dimension L1 of the reflector 13 so that a light irradiation lapping section ofΔL is brought about.
