摘要 PROBLEM TO BE SOLVED: To prevent a coil spring from protruding to the inside of an engine so as to improve the assembly property by arranging a coil spring which energizes a vane in a fluid chamber in the predetermined direction when the engine stops on the outside opposite to an internal combustion engine. SOLUTION: Since oil pressure inside a restoration chamber and an operation chamber in an external rotor 50 is reduced when an engine stops, a lock pin 60 is locked in a condition of the most delayed angle at which the volume of the restoration chamber becomes the maximum by a coil spring 92 provided on the outside of the engine. In this condition, the relative rotation between members on the shaft side including a cam shaft 10, an internal rotor 30, and a vane 40 and rotation transmission members such as an external rotor 50, a timing pulley 70, etc., is regulated. After that, when the engine is started and oil is supplied, locking by means of the lock pin 60 is released against the coil spring 92, the members on rotary shaft side and the rotation transmission members are relatively rotated, and valve opening and closing timing is adjusted.
