<p>An image encoding/decoding system provided with an image encoder which can appropriately control the encoding rate by subsampling at the time of encoding images. The image encoder is provided with a first subsampling means which performs subsampling in a first processing unit and a second subsampling means which performs subsampling in a second processing unit. The image encoder performs overall rate control by controlling the subsampling by means of the first processing unit and local rate control in accordance with local rate fluctuation by controlling the subsampling by means of the second processing unit.</p> |
