PROBLEM TO BE SOLVED: To provide an inexpensive IC card by fixing each of writing/reading units and adding a dummy to fix a command length or a response length to make a function exclusive. SOLUTION: An indispensable byte and dummy mean including meaningless information within a record to make a fixed length. For example, it is defined that at the time of using a prepaid card, the reading and writing units are fixed by limiting to six kinds of processing and that even meaningless information is additionally inhibited for being omitted depending on the kinds of processing to insert dummy data. In addition, as the unit length of data is fixed in the reading and writing processing, the length of the command and the response are fixed but in other processings, at the time of using information shorter than a unit length, dummy information is inserted to fix all the lengths of the commands and the responses of the six kinds. |
