PROBLEM TO BE SOLVED: To set the shift of request quality to be smaller as a medium has higher priority and to maintain communication quality by weighting the shift amount of power ratio at every medium, according to the significance, calculating the evaluation value of the shift amount of the whole media and updating the value of reception power which the respective media request, so that an evaluation value becomes small. SOLUTION: A total power operation part 3 obtains the power total sum (namely, total reception power) of signal waves received from respective moving body terminals by an operation. A correction vector operation part 4 evaluates the shift amount existing between present reception power obtained, based on total reception power calculated in the total power operation part 3 and request reception power requested before one control interval and obtains a correction vector for reducing the shift amount by the most sudden descending method. Update amount operation parts 6A-6C reflect the correction vector on a request reception power value, by multiplying the calculated correction vector by a previously decided constant. |
